Yes, it can. That means the person drinks way too much. If you're drinking so much that you're skin is always red......you're an alcoholic. If you can't seem to stop eventhough you know that alcohol is causing your skin to turn red, you're an alcoholic.

It has something to do with not only skin drying out from alcohol consumption but also with the tiny blood vessels bursting. Don't know the exact wording.

your skin will eventually turn really dark, or yellow. from liver or heart failure.
