I am playing this solo, and i saw by it that it had an oop in a column marked oop. There weren't very many that said oop, so i was just wondering. Also, it's a sonatina which has three movements, do i have to play all of the movements?

Check with your band director on what you have to play. Usually there is a time constraint per each performance. You shouldn't have to play all three pieces. When I was going to solo competitions I would play one or two out of the three movements. If they were long movements, I would also cut part of the movement out.
As for what the oop stands for, I can't help you there. I think the lists vary from state to state
