I don't mean like house breaking one, but I thought it would be cute if I had a little pigmy owl tamed just enough to come when I call it and let other people touch it.

No, you can't tame one, and they should not be tamed. They are wild animals, not pets. They are not flock animals, so they have no instinct to bond with you. Even a little Pygmy owl has only one thought - kill and eat.

You can do falconry, which is an ancient sport. In the past kings and noblemen used to hunt with falcons - dogs would flush the prey, the bird of prey would dive bomb and kill the prey, but were trained not to eat until the king came up and fed the falcon on the glove. But even here, falcons can only be kept for a limited time - a year at most. Eventually they simply fly away - they're wild. Now falconry is used primarily to teach orphan birds to hunt with the intention of releasing them.

Well, I don't think it is possible. Well, not legal anyway. It is against the law to keep an owl as a pet. They are wild birds and are protected. I knew a family who took home an owl and kept it as a pet. The little boy went to school and one day told the teacher he had a pet owl. She told Fish and Wildlife Service and they took the owl to the Bird Rescue Center. Ever since then, we don't have the owl anymore (he was given back to the Fish and Wildlife Service) but the lady was harassing them and did everything she could to get the owl back.
Why don't you get a parrot? They are impressive and can be well trained. Then you won't have to mess with getting a permit or breaking the law. Besides, do you really want to feed your owl mice every day?

I just wanted to add to others ..
When I was a kid my uncle found little owl in the woods on the ground .. It had fractured wing or something like that..
We kept her at our house, fed her and helped to nurture the wing..
After some time the wing healed and the owl could fly again .. We let it fly in the woods.. But for several months in the evenings the owl used to sit at a tree right next to our house and just look at us..
After that it either was killed or had flown away .. But it just means that the owl had developed some "connection" if I may .. and felt confident to fly back and check on us..

I would definetely want to "work" with owls .. help them get back into wild or heal wounds .. something like that..But taming them is not very good alternative anyway .. I wouldn`t suggest it either..

An owl has got to be hand reared otherwise it will hate you. You really need to do this yourself and you will need to know how to. what i suggest is to take a falconry course on training owls and you may also need a falconers licence depending on where you live.
I wouldn't suggest getting a pygmy owl. they are far too small for a begginer and are too easy to kill. you want to get something bigger such as an eagle owl to start off with.
plus i doubt your owl will enjoy being stroked and touched because of the way owls are hand reared and because they have bad eyesight they tend to think fingers as food and have a habit of nipping.
DO NOT go out and buy an owl on a whim, more owls die this way than any other.

no, an owl cannot be tamed. they can be taught, to sit on your hand, and to come to you, but it takes a long time and a lot of patience. also check with your state game warden, as to the legality of owning an owl. most birds of prey are protected.

Possible, yes. Recommended, no. Illegal. maybe. Make sure you check around first. My oldest brother had a pet owl once. He has a license to capture and train raptors to hunt though, so he has plenty of experience. Please be careful and make sure you know the laws and especially how to take care of one first.
