if the lotto people are quick enough to snatch the money from somebodies hand then the person who wins has every right to claim whats owed. as for the legal right to stay that's a different matter. even British born cretins who habitually thieve and run riot in housing estates get the full amount no matter what they've done in the past. you pays your money you takes your chance. but rant over, to answer your question i see no reason why an illegal cant claim the money when its no different from walking into a bookies and backing a winning horse. it is state endorsed gambling after all.

No and No, i work with polish people and they tell me that they cannot do the national lottery until they have been in the country for 2 years as they would not be allowed to claim the money as they are not uk citizens

It depends on what the rules of the lotto are. If it is limited to citizens and legal immigrants only, then the prize should not be awarded. If not, I don't see how you can do anything about it.

This has already been tested. One winner was found to be under 16. They did not receive their prize, but they were allowed to stay. Why would they not be?
