Yes they are the same thing, just different colors. Like flowers! The red peppers are used for a more spicy dish or colorful dish in coordinance with green bell peppers. By the way people, red peppers are not the same thing as red bell peppers.
Good question, hun.

yes. they are pretty much the same but the red pepper was left on the vine for a couple weeks longer compared to the green pepper.
The color can be green, red, yellow, orange and, more rarely, white, purple, blue, and brown, depending on when they are harvested. Green peppers are unripe bell peppers, while the others are all ripe, with the color variation based on cultivar selection. Because they are unripe, green peppers are less sweet and slightly more bitter than yellow, orange, or red peppers, which all have a rather similar hot taste. The taste of ripe peppers can also vary with growing conditions and post-harvest storage treatment; the sweetest are fruit allowed to ripen fully on the plant in full sunshine, while fruit harvested green and after-ripened in storage are less sweet.

Yes. The only real difference is the degree of ripeness. Just because a recipe calls for something doesn't mean you ABSOLUTELY MUST USE IT. For instance, I've been known to substitute Poblano Chilies for Green Bell Peppers. Swap in some red or yellow peppers in place of the green. Experiement! Cooking is supposed to be fun.

Yes, they are both Bell peppers. The red is sometimes a little sweeter and that is about it. There is also a yellow Bell pepper.
By the way, your question is not dumb. You won't know unless you ask, right?

It'll be perfectly in a lasagna. In fact, I prefer green bell peppers because of the contrast with the red sauce.

Red peppers are on the sweeter side. Green peppers can add more flavor. Use the red, green can be a little overbearing sometimes. Yellow peppers would be great to use.

In terms of flavor, they are very different. However, a red pepper is often just a green pepper that has been allowed to ripen for longer. This is also why red peppers are more expensive, farmers must let them grow longer and care for them for longer before they can sell them.
Addition: You can use the green pepper in vegetarian lasagne. It will change the flavor but it will still be good! In a quick search I found many veggie lasagne recipes that included green pepper.
