It's a type of menthol. Found this on the net:

Levomenthol has mild local anaesthetic, cooling and decongestant properties and is often included in cough and cold remedies to act as a decongestant. It is not fully understood how it produces its effect.

levomenthol is just the same as menthol. You normally get it in crystal form for inhalation in hot water - or contained in cough and cold remedies. w/w is weight in weight which is sort of an indication of purity.

levomenthol is part of the Menthol family of organic compounds that you find in Mint and mint tasting/smelling products.
the w/w means weight per weight (amount of it in the product) - i think!
