Sounds like starter or flywheel teeth have broken. Starter is fairly inexpensive and easy to replace, the flywheel will be much more expensive to replace due to the labor involved.

Easy way to find out if it's the flywheel is to turn the motor with a socket and ratchet (or wrench if it'll fit) on the front pulley just a little bit (turn it clockwise) and then try to start it. if it starts, then it likely needs a flywheel, if it still makes the noise, then it likely needs a starter.

It could be something else as well, but these are the 2 most likely items.

Sounds like the starter is stripping on the flywheel.... if the engine turns over but dosent start it could be the fan belt. If it dosent even crank over than change the starter.

If you have a dodge , from what I have seen ,and read on them the best thing to do is replace the car, with ANYTHING besides another crystler or dodge product

I'd lay money that it's your belt slipping. Have it checked and replaced or tightened.
