it could help if you gave a little more info on the specific situation....however if it's pertaining to something within the states then its the same as extraditing from state to state.....but if you are refering to another country with Puerto Rico...thens its also the same as the US states, because is govern by US Federal Law.

JET got it right.... Puerto Rico is a US Territory, and therefor falls under US Law... it's just like State-to-state extradition hearings

Puerto Rico is a US territory. It's the same as a warrant in NewYork and you live in New Jersey. If it's serious enough they'll track you dow.
