They are two entirely different things.

DAB (Digital Audio Broadcast) is exactly what it says. Radio broadcasts using the digital, rather than analogue medium. Theoretically, this gives a more constant signal and a clearer sound.

PLL (Phase Locked Loop) was a method of preventing analogue radios from losing the signal on FM transmissions, often using a quartz timer to lock the loop. It has nothing to do with digital broadcasts.
