Victoria has lots of jobs right now, it's a bit harder to find a higher paying one but there are still many many jobs.
If you plan on buying a place it will cost you a fortune, but renting is still quite reasonable. There are lots of apartments and a one bedroom will run you anywhere from $550 to $800 a month with lots in between.
The weather is nice, a bit rainy but we only get half as much rain as Vancouver does.
Cycling to work is very common in Victoria, there are bike lanes in most parts of the city.
If you like the outdoors there are lots of things to do that are free or very inexpensive. Victoria has a number of trails (galloping goose runs the whole city and is very well maintained http://www.gallopinggoosetrail.com/ ), as well as the lockside trail which runs from in town out to the ferry.
And the ferry is the only way on and off the island unless you want to fly. If you live here for a while you'll know why long time residents don't ever want to see a bridge. It would ruin the small town feel of Victoria and turn the city into a giant suburb of Vancouver. And no one wants to be the next Surrey!
Hope this helps
