he/she haven't found the RIGHT guy for him. when he/she does, you'll hear her/him say that she/he's ready to take all the risks.
for me, you can say that you're ready to get committed when you're not afraid that he/she might not be the right guy or the right person for you. i think that's it. it's not like you're going to commit yourself in a relationship when you're not sure about your feelings.
