In essence, the Mars Rover is nothing more than a very elaborate and sophisticated remote control (R/C) car. It has cameras, computers, and all sorts of other devices, but the actual car is similar to those you can buy at the local toy store or on line.
My suggestion would be to find a very inexpensive R/C car and take the body off. Put an array of "solar panels" (shiny blue metal) on the top, a "camera" at the front, and cover the whole body with some mylar film -- the shiny plastic that they make balloons from. You can use some of those "emergency survival blankets" as the source of the mylar.
Make sure that the antenna from the R/C car pokes out through the mylar, otherwise the car can't get its instructions.
