It could be written as 翼, ã¤ã°ã, ãããµ depending on that person's preference. The two former ones more so than the latter since it's a Japanese name and I think, even if it was the name of a foreigner, would still be written in kanji/hiragana. (Many women seem to like writing their names in hiragana because hiragana is a more cutesy syllabary. So if it's the name for a man; kanji is most likely.)

Japanese people generally have kanji names. I taught at a Japanese university for several years and had a number of students named 'Tsubasa'. It was always written in kanji.

Captain Tsubasa is one of the most widely watched Cartoons in the Middle east, translated into "Captain Majid", a classic although some matches lasted for a number of episodes.

I have no idea how to write it but when I was a child there was a Japanese cartoon about a boy named like this. He was a football player. It was pretty funny.
