The people down the street from me let their Chow run whenever and where ever. Since I moved into my house 2 months ago, he has barred me from my own porch, peed on my truck, and consistently teases my neighbor's sweet Collie. The Collie is fenced so we have no problem with them fighting. However, he does bark at the Chow all the time. I just got an American Pit Bull Terrier, which can be dog aggressive. I don't want anything to happen when I walk my dog and the Chow is loose. I don't know who the dog belongs to because he is always loose and no one looks for him. Am I within my rights to report such behavior, being so new to the neighborhood, or should I just wait and see how our dogs get along?

Obviously, I know who to contact. That wasn't the question. The question was whether I am within my rights, as a newcomer to the neighborhood, to call the appropriate facilities. I do not want to cause problems in my neighborhood so early, should no one else have issues with these loser dog owners...

Here is the deal, not if, but when your pit bull and this chow go at it, it will be a bloody mess. The chow will most likely be dead and you will be sued. As I'm sure you know Pit Bulls have a bad rep and you will have your animal taken from you and destroyed.
Now to prevent this situation you need to call animal control and explain the fact that this dog terrorizes the neighborhood and what I just described you are afraid of happening because someone doesn't have their animal under control.

I would report the dog to animal control and/or the police. Even if they do not do anything, you will have a report on record, so if a problem does occur between your dog and the chow there is a record on your behalf.

You definitely are within your rights and are being a responsible pet owner and I thank you for that. Most people wouldn't be concerned about the welfare of the loose animal. You're going to have to contact Animal Control. It angers me that people will not take responsibility for their pets! ARGH!!!!!

You can be visiting a neighborhood and report a loose animal. I would report the dog ASAP. Don't let something bad happen, you may regret it.

You call animal control and let them know who owns the dog. They will be warned or animal control will take the dog and then contact them and they will pay a fine.

Call animal control; you don't need a dog loose that will keep you from navigating on your own property.

most definatly! call your local dog catcher or police and report the dog. Not only could he be bothering other dogs but there is a chance he could hurt a child or older person who tries to befriend it.

simply call animal control and the police should your dog ever attack him because of being provoked . chows are rather nasty and do give a nasty bite .
