For a severely overweight person, they are usually lacking a lot of fitness. That means just walking around outside can be a workout for them. So, for the same reason that a skinny person sweats in an ice cold gym - they are actually getting their heart beat up enough to sweat, even though it's freezing outside.

It's likely a combination, more body weight means more effort to move that weight around, plus fat is a good insulator. So someone thin might be freezing on the walk from the parking lot to the building, while someone with a good bit of extra fat will be working harder and insulated better. It could also be disease related, diabetics can sweat heavily if their blood sugar moves out of the normal range. They also tend to struggle with weight issues.
