there are several you can use....for a SIP call....

Yes Skype is probably the best known free voice call systrem - you download their software and can speak free to any other person with Skype installed. You still have to pay for pc to phone calls though (although price is quite reasonable)

call the operater on 100 and they can reverse the charge so the other person pays for the call
