To train any bird, the bird has to gain your trust. If the bird doesn't trust you, then the bird won't want to learn the things you want to teach it. On top of the things stated above, hold the bird close to your chest and let him hear your heart beat. It's almost like you are giving the bird a hug. They will probably be stressed, but you need to show the bird that you are in control and if he wants to be free, he has to trust you. When you hold them close make sure you talk softly to them letting them know that it is ok and that they can trust you, and that you aren't going to hurt them. Once you are able to hold the bird like that without the bird screaming or wresting free on a consistent basis, the first thing that you should teach it is to step up on your finger. This trick is not only a trick, but an necessity when training your bird. Once they know the step up command, you can teach them anything. My girlfriend and I have taught our budgie to spin in circles and to shake hands, and we have only had him for about 6 months. Don't hesitate or be afraid when handling your bird. You have to be in control.

3 weeks is not a long time, to them you are a great big scary monster. You can get them used to your presence by sitting lower than the cage and just talking to them or reading to them. Once they start sitting on the same side of the cage as you are, you can then attempt to feed them treats. I doubt they will take something from your fingers but if you push a bit of millet or carrot top into the cage, it will be less scary. Once they wait for the treat you can then try to offer from your hand. It takes a long time to give a budgie a treat while he is in his cage as this is his territory, a budgie is more responsive outside his cage but not while he is terrified of you. Just talk to your birds at first so that they know you mean them no harm.

Yea, Budgie will b afraid until s/he gets to know you. Try a toy like mirror you hold. They can learn 2 perch on you. They love A bird bath on cage or bowl in sink. Try talking or whistling to Show how it is done. If you know what they like - food or toy, give it after attempt 2 do it. Helps is s/he is quiet not running / flying away.

budgies are not very easy to take out and train but if you whistle to them and talk to them more often they might learn to trust you more.
