A waltz is basically dance music in 3/4 time (three beats per bar, each beat is a quarter note).

Being a musician I think of the song. Music in 3/4 time with a strong first beat, and two soft beats. With the bass section going 1,2,3 and the lighter strings and winds with the melody.
