If done tastefully a good documentary educates the community on an issue. A nature hate a vacuum, people who see it will start thinking, dicussing and want to find solutions to the problem.
A well rounded way to present it would be from the perspective of:
- The beggars
Who begs, why they beg (need food and/or shelter, buy drugs or alcohol, spending money or just for the thrill of it), Where they beg: busy street, mall parking lot, etc. How much begging typically brings in.
They may be reluctant to talk unless given a monetary incentive and a way to be kept anonymous.
- The people they beg from
Merchants near where they beg, police office, social workers, etc. and how it impacts them and society as a whole.

It may incite others to build a homeless shelter or a community center or clothes and food bank for those who are in need.
