How can I use a NTSC tunered tv in Pal system?

I would like to purchase a plasma tv to my mother. I live in the USA. There are very good priced plasma tvs but only ATSC or NTSC tunered. The country where my mother lives, use PAL system. Is there a brand so I can buy without any problem or should I buy a device, for example: an external tuner to adjust PAL.

Even with an external PAL Tuner (or set-top box) your American TV may not work. So, don't buy a USA TV to be shipped elsewhere, unless it explicitely specs support for PAL.
