When should a believer correct/rebuke another believer?
What are the Biblical rules as to how and and in what instances to do so?

The Bible speaks of "open reproof (i.e. rebuke) being better than secreat love".
How would you personally explain (i.e. interpret) this scripture?

We read the basis of it in 1Thessalonians 5:14 "We urge you, brethren, rebuke the unruly, encourage the fainthearted, help the weak, be patient with everyone." We are to determine the motive behind why people do what they do. If the are weak (like a little baby who can't do things) we need to help them. If they are discouraged then we need to encourage, but if they are unruly (breaking the rules that God has set down) then we are to rebuke them, which could mean anything from a simple word to a type of "excomunication" from the church. If ssomeone breaks the rules and we help them, or encourage them we only increase the problem.

If it is not correct out of the Bible there is people appointed by God and let through the Holy Spirit to correct and teach. There is people who got to function as intercessors

You know what? everybody has verses they have problems understanding, the best way is to pray and ask for wisdom and understanding feel his spirit inside you and read it over, try simplifying it and the knowledge your seeking willl find truth
then apply the verse to your life and it'll come to you it may not come in a matter of minutes however
