Okay, you're sort of not being very logical. If you work on your legs via walking, running, or weights they are going to get more toned, but they will also be thinner. You will never have muscles like a boy (if you are a girl) ever in your whole life without aid from steroids and such. To lose fat anyway, you really need to either workout to give yourself a calorie deficit, or eat less and work out to give you a calorie deficit. You may end up with tones thighs, but they will be skinny and toned. The best kind!

Myth: You can lose weight from specific areas of the body.
Fact: There is no such thing as "spot reducing." Some have advised to do specific exercises to lose weight from one specific area, but this does not work. Never has, never will. What it does do is strengthen the muscle in that area, that's all. The muscle can become tight, pulling itself in, which can give an illusion of weight having been lose in that spot. It's not weight loss, it's muscle tightening.
To lose weight from anywhere, lose the fat. This will happen everywhere on the body, not just in one area.
Please DO NOT do Atkins, it's very unhealthy. It's loaded with fat, cholesterol, not enough carbs - that's right not enough carbs, and way wayyyy too much protein. Too much protein saps the calcium from the bones, causing osteoporosis. Too much protein is way too hard on the liver and kidneys. Too much fat and cholesterol causes heart disease and cancer.
Instead, eat a plant based diet. Plants won't make you sick, give you cancer, rob your bones of calcium. Plants will keep you lean and healthy.

P.S. As for not getting enough carbs... Carbs are a good thing, they give us energy to live. Carbs have had a bad rap in the past 10-15 yrs or so. Phooey, they're good for you. Did you know that the liver and brain ONLY use carbs for fuel? That's right, the liver and brain do not use fat for fuel, not at all. Their fuel is 100% carbohydrate. So why do low carb and feed your brain less? People doing low carb sometimes find themselves foggy-brained. That's because they're not feeding their brain enough. For those doing a "carb fast" - meaning, eating zero carbs - they are not feeding their brain AT ALL.
Do yourself some good and eat some carbs! Low GI carbs are best.

There is no exercise to target where you loose your fat. The only way to guarantee a loss of fat from the hips and legs is to lower your body-fat index in general.
Strengthening your muscles is the best way to lose any fat because your body uses extra energy to repair and upkeep muscle mass

You don’t need to exercise for hours on end. Short, sharp sets of exercise will produce better results if you work hard. Get a passing up rope, skip for two units, do push ups for about a minute, skip for two minutes, rest for just one minute. Then change the push up to something else like sit ups and also do the set again. Repeat it five times and it’s an instant, effective workout that will get better results than a long operate or swim.

some people have found by wrapping your legs in saran wrap will make you sweat the fat off better..or wrap them in some sort of plastic material then put on your sweat pants...spandex?
spot reduction is not recommended.
you should exercise to sweat for at least a hour a day and every other day switch your target muscle area as it gives the muscles to heal...drink water and stay away from alcohol, diet pop, regular pop, and yes caffeine can is a no no to serious diets and dieters.

You can't just loose fat from one signle part of your body. When people loose weight they tend to loose it all over. If you want toned legs and thighs, I suggest running and leg exercises. Another thing your legs get toned is rollerblading or inline skating. You don't even realize that you are working out. I love to go rollerblading.

You will need to diet:
For breakfast I have firstly a danone actimel (low fat strawberry) then 2 tbls of low fat greek yogurt (get one of those big pots for the week) half a bananna chopped a sprinkle of mixed seeds and 5 almonds and eat that all together in a bowl as you would cereal. and a cup of green tea.
I don't have a set lunch, I just eat portions of different fruit and veg throughout the day such as: a carrot (loads of vitamin a) apple, a stick of celery, a tomato, pepper, sharon fruit, melon, grapes. I usually have about 3 different ones throughout the day, but if its celery youre eating you can eat more of this if you wish as its not got many calories. A portion is the palm of your hand not including fingers. (I always eat with portions this size hence half the bananna for breakfast.) If you get hungry eat another five almonds as protein is more filling than carbs etc.
for dinner I usually eat a mixed salad (e.g. 1/4 pepper, 1 stick of celery chopped, 5 cherry tomatos, 5 olives, 3 inches of cucumber sliced in strips, 5 silverskin pickled onions) a portion of boiled new potatos and a portion of protein (i have fish: salmon, cod etc grilled or tinned tuna/salmon or grilled chicken.
I never eat more than 1000 calories a day. Never cook with oils of any kind, NEVER add any salt or salad dressings etc. Eat the food as it comes, foods that have grown and lived, not been created or changed.
I drink about 5 cups of green tea a day and drink about 1litre of bottled water on top of that. It is important to drink lots to keep body hydrated and not to confuse thirst for hunger.
I take supplements (pills) after a meal in the evening such as:
vitamins and minerals (including iron, very important)
odourless garlic
cod liver oil with calcium
and evening primrose oil
Most people eat too much cholesterol, not enough iron of calcium. Make sure you get all your daily nutrients!
A website I use to monitor what I eat is www.nutridiary.com it is very good and has a lot of information as you log your food, weight, measurements and it records all this for you. It's like a food diary, tedious it may sound, but to be successful in your diet you must be organised and plan what you eat.
Ok, so that's the diet bit sorted... obviously if you have allergies to any of the above or are vegetarian or dont like them, dont eat them!
And for exercise:
I do cheat a little as I have a slendertone flex belt I got on ebay for £25, it is very effective and does help a LOT! Get one! I do those cruches where you lie on your back and bring opposite elbow to knee then the other. Do about 50 of them in one go, quite fast though, don't take too long to do one crunch. I have a twist and shape stepper I got from boots in sale for £23.32, it is very good value for money and works just as well as the brand name 'Lateral Thigh Trainer'. I do 30 minutes on there and really build up a sweat. I have a fitness dvd called '28 day total body plan' by joanna hall, which i got for free with a health magazine. All it is, is a combination or cardio and body toning which you can do standing up with no equipment! I do that for 30 minutes when I do that. And the final exercise I do is lifting weights, I have some dumbells at home... if you get some dont get the really light ones, get about 5kg. I do the weights as muscle burns more calories than fat, even when not exercising - which is increasing your metabolism. Typically I do 30mins on my stepper, the weights until my arms are weak and cant lift any more, I do about 8 reps and then do the crunches. I wear my toning belt for about 1 hour a day at least. I do the exercise dvd if I have the time, about once a week.
So there you have it. I don't like going to the gym because it takes too long for me to get there, easier doing it from home.
I have done this for about 2 and a half weeks now and have lost 9lbs... so if you really want results you have to stick to it and be focused and organised.

i took a martial arts class briefly many summers ago and i noticed that my thighs looked thinner at the end of it. now i have been trying to trim down in my lower half too, and I've been doing some of those kicks again. try it, you might see a difference. at any rate it feels empowering.

Keep a food diary. Seeing every morsel of food you’ve eaten within a day written down can help you to see where you’re overdoing this, or reveal patterns or triggers to bad eating habits.

eat healthy and exercise are the only way you will do it, plenty of cardio exercise does the job but you have to be in the fat burning zone if your gunna loose any which means you have to push yourself really hard and get your heart rate going
