It sounds like an allergy. Do you wear CL's? Are you sleeping in them? It could also be an allergic reaction to the preservative in the Visine (I have seen that hundreds of times).
You need to remove your contact lenses for several days and see if it gets better after 36 hours. If it does, it's the contact lenses or soutions/drops you are using. If it does not, then it's something more serious. Go to an optometrist, NOT and ophthalmologist. An ophthalmologist is trained in surgery of the eye. An optometrist is much more likely to 1) Avoid surgery when unnecessary, 2) Be available without an appointment, 3) Charge you MUCH less than an ophthalmologist, 4) Be able to get you immediately seen by another health care professional if there is a problem beyond his/her scope.
If that doesn't work, then hold your computer mouse REALLY close to your eye so I could get a good look! ;-)

See an Othomologist as soon as possible. They are more specialized than Optometrists and will be happy to help you.

go to your eye doctor, and if you wipe your tears, don't use hanky. use tissue paper to wipe your tears off. use it in one eye and and in one stroke only to avoid transmission of bacteria. dispose the tissue right away.
