Many places, primarily our instincts. Humans are a congretory animal. We form groups. Therefore, there are some ingrained group rules that we tend to follow. There are ways we act that promote a group, and punish those that don't follow those rules.
Morality is basically the general rules we use to value things as right or wrong. They help people live close to each other in relative peace. As societies evolve, the rules of society evolve, too. There is competition between societies and they suceed or fail by how well they function. This is dependent on the rules that are imposed by society.
On a more personal level, we get our morality from family, culture, nationality, friends, the media, and personal experiences. At the foundation, though, it comes down to you. You have a unique set of values because of your own personal journey through life. You build your own character.

This question could be answered in a number of different ways. If you mean "What is the basis on which people decide to believe that certain things are moral and others are not?", it's largely a matter of accepting the norms of family, friends, and neighbors, with some influence of legal codes. A lot of this comes through religious instruction, and a lot of it does not.
If you mean "What is the basis for right and wrong?", it's something "out there" in the same way that the speed of light is and the force of gravity is. Morality is a matter of nature, and real morals exist independently of what we think is and is not moral, just as the speed of light was what it was well before anyone ever even thought about the speed of light, let alone measured it.

I know quite well about Islam and Christianity but I am an athiest hindu 34 yrs living in India. A person can be an ardent hindu and an atheist at the same time. Our family is like this at least for the last three generations. I grew up with no faith and books.
I donot have any morals or what?

...Human morality comes from a moral Creator, who put His laws on the hearts of everyone. This is why in cultures who never heard of the Bible, murder is not tolerated, etc. Read from Romans 2:14-15 -

Principles of universality for a start - I don't want to be brutally murdered and so I would consider it immoral to go around doing it to other people.
I don't want my possessions stolen therefore I would not steal anyone elses - though I might cut their hand off for trying to take my stuff...
Co-operation can arise from purely selfish motives but human morality can, should and does often go far beyond this. We're not mere animals we have a duty of care to fellow human beings and indeed all life on the planet.
