Well I am not a Delhiite... but from what i can understand from the media reports.. it is apparently not.
In the ideal situation their dressing sense should not make a difference. But when the police proves to be ineffective in protecting a citizen, then he himself/herself should act in his/her own interest to protect oneself.
Few of the suggested measures could include:
* Not moving around late at night in areas which are famous for lechers
* Moving in a vehicle (public/private)
* Moving in groups / company.
* If all of the above are not possible then avoiding the situation altogether.
Yes dress-up may matter but to a insignificantly small extent.. given that the lechers/rowdies do not show any restraint even when they see a family going around...

Well dear, Delhi is not that safe as it was 10 years back, but it also depends on ur vicinity .. and the kind of crowd u move along with. And as far as dress up goes, u see, it depends on the society u hang out with, and u need to ask this question to urself.. that what will be a guys reaction if u wear a skimpy skirt or a jeans.. and what will be ur reaction when a guy will b seen in shorts.. it just depends on ur mind set, if a guy gets turned on if he sees a cleavage then u just cant help it.. thats natural .. it is upto a person what he or she likes.. guys would love to see flesh of a girl and a girl would love to see the flesh of a guy.. goes both ways.. so think abt it.. and ull get ur answer.... in the end its upto u what ur comfy with...

It is generally agreed that Delhi is more unsafe for girls compared to other Indian metros. More so if they are single and on the road at late hours. Dress doesn't matter to lusty men on the prowl. All they want is to pick up an easy prey. But generally girls who dress up in revealing clothes are likelier to be targetted. Most men dish out women's provocative dressing as a reason for men's misdemeanour. This is a poor alibi. But practicality dictates that a woman move about in company, is not too revealingly dressed and is not out on the street at odd hours in Delhi.

dressup does make a diff bt its basically abt d mind set of ppl wich needs 2b changed...even if a gurl wears a suits she'll get dirty looks n whistles...m a delhite n hav faced thngs myself...its reely unsafe...
