Depends on your age. For babies, you hope that as they grow older , thier tear ducts develop better. But for adults, surgery might not be avoidable. The infor would be helpful to you if you are talking about the ducts that drain tears from the eyes into the nose. The surgery is performed by eye doctors.

* Deep massage of the nasolacrimal duct may be ordered, but it is difficult to do well.

* The frequent application of hot compresses.

* Pain-killing medications.

Adults require treatment of the cause of the blockage. This may re-open the duct if there is minimal damage. A surgery to reconstruct the passageway may be needed to re-establish normal tear drainage, and stop the overflow onto the cheek.

Usually if you keep that area moist the plug of dried tears that blocks the duct will soften up and come out by itself. Put a few eyedrops in, and hold a warm washcloth over your eye, rewarming it ever few minutes.
