Your character is your Character no matter where you are society or home or alone.
What you do becomes a habit and habits become the character.
You can be
1.Polite,
2. Respectful to elders, children and friends and animals.
3. Be Truthful. Lies does not help a person and to hide one lie you may have to tell 100 more If you lie and people know then you will be called a Liar and no one will believe you.
5.Do not criticise people. We are not perfect. We all have faults. Do not laugh at other people.
6. Do not show off. Do not make others look small by making a show of you wealth or looks or your intelligence.
7.Help people from childhood.
8.Try to understand other people's problems and help them
9. Do not cheat people.
10. Do not rob
11. Do not envy other people but you work hard and honestly.
12. Be honest.
13. Do not be violent.
14. Be tolerant. Tolerant to other people's beliefs and religion and faults.
15. Appreciate other people's efforts and victories and achievements.
16. Do not be cruel to anyone .
I think this may help you.

CHARACTER is a belief in an absolute system of right and wrong, combined with the will to do what is right regardless of the cost. Therefore, a person with character will say, "What's the right thing
to do?" and a person with NO character will say, "What's in it for me?". You automatically have respect for a person with 'character'.
Character deals with the matters of the heart--the inner you, not the outer you. The foundation of a person is the character. When you are an adult, you should proudly be able to say…I'm a person of character, I don't do what's wrong".
In the past, society defined success in terms of character--what a person stood for, what a person believes, and the condition of the heart of the person. Unfortunately, in today's society, the shift is from character
to achievement, to performance, to doing. It's no longer what the condition of your heart is, it's how well you perform. We are living in a culture today when we come to a fork in the road where we have to choose character over achievement, most choose achievement. When that happens, there is an automatic change in a person's ethics or values.
We are slowly eliminating from our thinking and our line of sight the very thing we need most as individuals and as a nation

When reading this question, I assume you mean overall in America... I believe that when we took God out of schools and made discipline something bad to redirect children - parents became lost in raising their children. Dont get me wrong- kids shouldnt be beaten, but a good swat on the backside never hurt anyone. Look at all of todays leaders, they probally got a good whack once or twice and they are better for it. As far as God - well even if you dont believe in God it does give a child someone to look to for guidance and to realize their are things out there which are not explainable and bigger than themselves. Face it, the bible teaches all the good character that is missing in the world today- love, respect, patience, the golden rule, no killing, no stealing - I could go on a little more but I wont.
To improve character in society - go to church, dont give everything to your kids, show respect (even when you dont feel like it) and talk to each other - teach others to talk to each other before just reacting - accept your own mistakes and MOVE ON! Quit suing everyone
Sorry, I will get off my soap box!

To improve our character in society first and foremost requirement is to understand that Society is made up of people like us. We should extend Love towards others and shed our Ego with our reserve. Help others in need. Never waste any natural resources, which are given by God (Nature) free to share with others. Extend your hand of help to others who are less fortunate than us. Respect elders .."Vasudeva Kudumbakam" says the ancient Hindu saying "Treat entire world as your family". Never brake a Law devised by the Society. You will find respect in the Society.

Education and application.
Best to start at home, when the mind is open to learning. If the family members demonstrate love, fairness and respect: the other members will pattern their behavior on this.
