As others have stated... it was a matter of you not hearing it !!
I did 15 years in the Navy... and at 0800 each morning on a land-base or a ship that is pier-side we hold "Colors" (raising the flag). I think it was 5 minutes PRIOR that they play the bugle call (or bosun's whistle) for "First Call"... then at 0800 the National Anthem
On NAS North Island, the music was played from the Headquarters Building... and could be heard for about 300 yards... and was also played from the senior Aircraft Carrier in port.
In the Evening, "Retreat" is played at local sunset for the lowering of the US Flag.

I would have to agree with the previous answer. It's the same way on Army bases, and when I was at Ft. Meade, I lived less than a mile from the HQ building. Unless the wind was blowing towards our barracks, I'd never hear the national anthem. Some bases (Fort Jackson, I know) have the whole post wired with loudspeakers so that you can hear it everywhere.

all bases play the national anthem in the morning {colors} its played while the flag is being raised. When its being played everyone is to stand respectfully, military members in uniform are to salute. Its to signal the start of the day. on Army and Airforce installatiosn its played at sunrise, on Navy and Marine bases its played @ 8am. Also, not all bases have a public address system everywhere, it might only be heard near where the flag is. Also Colors are played in the evening, while the flag is being lowered, but its not the national anthem. Same rules of courtesy apply.

There are many contexts in which this would get played, I would need to know when it is being played and for what. (Colors?) Anyhow mostly things like that will probably be based on the base commanders discretion

As far as I know after 20+ years in the USAF, they play it at all bases. Just some of them are so big, you do not hear the music all over the base.

Those are large bases and you probably don't hear the music. But they get played.
