Is there any program that can edit/open a .bnr file?

I've checked Filext and everywhere else; there doesn't seem to be much information on this file extension.

The only thing I could find that is a possibility is "Binary News Reader". http://www.bnr2.org/

You can do an "Open With" selecting Wordpad.

That will at least let you look at any text in the file.
