Mexico is cheaper, and closer. Better yet, go to southern Florida and you will be in Cuban country, any of the 50 states you will be in Mexican country. Your dream vacation awaits you, right outside of your back door. ☺

Right now I would go to neither.
Cuba is on the verge of another revolution (been there 12 times and seen a lot) I am sure most are waiting on Castro to die. But in general it is safe for tourists, petty theft being the biggest problem. On the downside the food is not great but they do give you the best they have to offer (it is a third world country) Reasonably clean beaches and fantastic rum.
Mexico despite all the rave reviews is a dangerous country. Ranked very high on the murder rate for both citizens and tourists. In the past 12 months we have had 5 Canadians murdered or die under suspicious causes. The Mexican government does not help or offer any real legal advice or investigations.
If I wanted an island vacation I would choose Aruba first followed by Margarita Island or Barbados

Cuba without a shadow of a doubt, one of only two countries with a decent political set up.
