Terrorism is politically motivated violence used in low-intensity conflicts or prior to any open conflict where the targets are randomly or pseudo-randomly selected in order to sway public opinion or influence the government's actions. Terrorists combine the shock of random dramatic violence and the power of the media to create an atmosphere of fear. Terror targets are "soft" (unprotected), non-goverment, and non-military and engaged in normal day-to-day activities.

An IED on a military convoy route targetting a military convoy, assasination of a local govenor, bombing a police station are not terrorist activities. Bombing schools, hijacking planes, random kidnappings, sucide bomb trucks in markets are terrorist acts.

Under Maoist doctrine, terrorist acts are used to force the government to enact draconian measures in order to maintain peace. The insurgent can then use these measures as proof that they are in the right to win the "hearts and minds" of the populace, resulting in recruits and funding.

its the feelings and destruction that bin laden did against the USA on 9/11 but then the gov't changed it to Iraq that did it....gives us the fear of the unknown that could happen in our own country that happens overseas
