This can be an embarrassment-not so much for the over-excited dog but for the owner!1
The good news is that if you do have him neutered it will reduce significantly the number of times it will happen.
I had my retriever neutered six months ago and in fact haven't seen his willy since-although I know it's still hiding somewhere!
More importantly he is less obsessive with his apparatus and what had until then been the center of his universe is thankfully no longer.

Lol! There's nothing wrong with him. You just have a boy dog. It's "willy" can pop out for any reason...it just happens.
My big lab mix is fixed (he's been fixed since he was five months..he was a horny pup that would hump anything left on the floor!) and still to this day, if he gets too excited he'll stand there and hump the air for a few minutes. I'll tell him to calm down and he'll just stop and stand there and look embarassed. My kids find it quite funny.
It's nothing to be embarassed about...just part of having a boy dog. And even when you get him done, they just cut off the testicles, not the penis. I
And don't worry about it being something sexual, or that he's turned on by you or anything like that. It's a boy and it happens.
I'll bet your puppy's really cute!

Neutering does not stop it.Sorry.
I have both neutered and an un-neutered males.The neutered male is oldest and I've noticed that it tends to come out when he's hot but he's the type of dog that at 5 yrs.is still looking at me like he's embarrassed at going poop somewhere other than his own yard.
The younger un-neutered male has no shame at all.He poops at least once everywhere we stop for him to play and is happy he's done so.When he's in the truck or car he has to be in the front seat with me so he can see where he's going and his willy is out which is quite embarrassing when we're stuck at a stop light.He does'nt care tho.People next to us will laugh and point and he's quite oblivious to it.

Don't worry, it's normal! It doesn't mean he was turned on or horny, he was just excited (not sexually excited). Just like men, dogs can't control those kinds of things. The vet will normally spay/neuter a dog when he/she is 6 months old but if you want, you can neuter him any time before that. Even if you do neuter him, it will still happen. Neutering has nothing to do with the penis itself. Have fun with your puppy :-)

No, even after you get him fixed, his little willie will still come out. It's very normal and just a fact of dog life. Don't worry about it, just give him a happy healthy home and train him well. Usually they will neuter dogs at 6 months of age. Check with your vet.

Dogs, like men, cannot really control those things and it doesn't mean the dog is "turned on".
I only have girl dogs for that reason.

Its normal, but neutering won't help this. They won't cut off his willy.

He got excited and it's normal. It can still happen once he is neutered as well though.
