Directly from the 2007 California Driver Handbook (page 30):

Headed downhill, turn your front
wheels into the curb or toward the
side of the road. Set the parking
brake.

Headed uphill, turn your front
wheels away from the curb and
let your vehicle roll back a few
inches. The back of the front
wheel should gently touch the
curb. Set the parking brake.

Headed either uphill or downhill
and there is no curb, turn the
wheels so the car will roll away
from the center of the road if the
brakes fail

First and foremost everyone is correct about the parking brake and the transmission.Parking downhill your wheels should face the curb. If anything happens you will run into the curb.Parking uphill your wheels should face away from the curb. You will back into the curb if anything lets loose. Think about it...if your wheels are facing the curb your car will back in a semi circle and into oncoming traffic.

If you are parking up a hill, turn your wheels away from the curb so that if the car rolls the front wheels will catch on the curb.

If you are parking down a hill, turn your wheels toward the curb so that if the car rolls the front wheels will catch on the curb.

In both cases, engage your parking brake.

uphill.. away from curb. downhill, toward curb. The idea is if the car rolls, the front wheels will turn into the curb to stop it instead of swinging out into traffic.

Whether parking uphill or downhill you definitely want your wheels turned towards the curb. Additionally be sure to set your parking brake no matter if you have a standard or an automatic transmission...better safe then sorry.

Point the wheels towards the curb! In addition, make sure your parking brake is activated and if it is a manual transmission engage to the 1st forward gear. For auto gear as you just need to shift to "P".
