First thought would be fleas. Even a couple fleas can cause dermatitis. Food is next, you did not say which foods you tried. Most pet foods are low quality and have a lot of fillers, you need to try a high quality, soy and wheat-free food. The best would be raw, so that eliminates all possible allergens. Look up the "raw meaty bones diet" google it. Also try feeding him salmon for the omega-3 fatty acids its great for their skin. You can also add fish body oil (capsules) to the food.

forget Allergies!! My dog was treated unsuccessfullly for allergies by a vet for three months. turned out to be a fungal skin rash. Ketoconisal tablets and minoxidal spray cured him completely and cheaply. Also, a sulfur dip called LYMDYP from 1800petmeds can take care of just about anything in its early stages. good luck with your pup.

have you tried food with out wheat in it . that is what one of my shelties is allergic to. How many times are you shampooing the puppy it does not need to be bathed only about one a month. if this doesnot help then you may have to take the puppt to your vet for help.

It may be an enviromental allergen. Dogs can be allergic to dust, mold and pollen just like people. Have you had an allergy test done?

I had an older dog that was allergic to beef. When I changed her food to any kind that didn't have beef, like lamb or chicken, she did just fine.

Believe it or not he could be allergic to fleas, grass, carpet, or his own fur. the only way to possibly find out is to take him to your family vet.
