My favourite place for holidaying in the winter months is Egypt.
It always has guaranteed sun (unlike the Canary Islands which experiences much heavy rain during the winter period), the people are friendly, its very cheap and inexpensive and best of all its only 5 hours flight from the UK.
One caveat. Avoid Egypt during the summer months. Temperatures often exceed 50 degrees centigrade and most Europeans who travel down to this region during this period end up getting dehydration sickness.
However, temperatures during the winter are only in the mid to late twenties. See the following link to see the current temperatures in Luxor:

I suggest you to in North African countries such as Morocco, Tunisia and Egypt. I think Upper Egypt is the best overall destination to go in February with guaranteed warmth (around 25 - 30 ºC during the days) and sunshine. You can rely on delightful blue skies and excellent weather. The thermometer can still reach 35 ºC during the hottest days but nothing extreme. If this is what you are looking for your holiday, cities such as Aswan and Luxor are just perfect, and obviously it doesn t rain at all.
There is also an interesting destination in Southeast Africa which experiences good weather in February. A city called Toliara in Madagscar has respective averages high and low of about 32 ºC and 23 ºC. The days are usually sunny and dry but it can sometimes rain but rarely (6 rainy days on average with a total amount of 90 mm in February). Toliara is usually hotter than Upper Egypt but the likelihood of sunny, dry days is lower.

A very very good family place, Spend a couple of days in Bangkok to see the brilliant temples. Then take a stroll around the Nana area. on soi 4 off Sukhumvit road in the afternoon. Most amazing street scene. sit at one of the bars and have a cola. Spend a few days on the islands like Koh Sumuie. ( Phuket is the most expensive place in Thailand ) Head up north on the overnight train. 2nd class is fine no aircon just fans but good. Around Chaing Mai go for an Elephant ride in the jungle in the mountains.

Tenerife or Gran Canaria for almost guaranteed heat and sun.
Lanzarote can be variable but still nice, and Fuerteventura as the name suggests has strong winds but still very pleasant.
Enjoy!
