I agree with what the Queen of Jordan said... That was always my understanding of the rule.
When I lived in the Middle East, some of my friends wore the Hijab (scarvs/veils/head covering whatever), others did not. They always told me it was a personal choice (unless the parents forced it). Some women choose to wear one upon puberty or earlier, while others wait until they are married. Some pick a time inbetween or even after marriage. I have even known people that wore one while in their own respective country, but did not wear one when when they traveled to Europe or America. It just depends... I have had friends that have done all these options.
For example, I had a friend (who lives in America) who did not start wearing a Hijab until after the attacks on Spetember 11th. She said that she felt the need to wear it because Isalm was getting such bad press and she wanted to show the world that she was proud to be Muslim.
However, there are some places, like Saudi Arabia, where women don't have the choice because it is the country's law. Besides the Hijab, they have to wear the Abaya or the Burka. Though I'm not Muslim, if I went into Saudi, I had to also follow those rules.
The hijab is not a symbol of oppression... it is a symbol of modesty and an outword statement of religious devotion... (much like when I wear a cross around my neck.)
Why doesn't anyone ever question the habit and head covering that Catholic Nuns wear?

She has lived there for many years and is totally familiar with the customs and what is and what isn't so.. the veil has been a thing the father has demanded of daughters and wives. While most of the woman would prefer not to wear veils, it was a demand from the old Ayatollah and other old Muslims leaders who still yearn for the good old days. Once they die off only really mean husbands will demand it. Middle Eastern countries used to be as modern as the rest of the world until those fanatics gained power.

Thats true.. Veils shouldnt be worn during prayers, and hajj only.. Complete Veils that covers the whole face and body is not Islamic, It's a tradition in some countries that does not come from the religion.

My uncle Gary is from Alabama and he says that they wear those veils to hide the C4 and cynanide gas for when they attack the infidel
but theres a girl at my school who wears one and we think its just coz she has cooties
