Because Israel will only deal with a Palestinian government who would accept everything that Israel is proposing,with an government who would accept more injustices from Israel...
So a government who actually want justice for Palestinians is not good enough for talks as far as Israel is concerned...

Long, long ago, (in the sixties and seventies) there were OTHER of representatives of the resident people of Palestine. Those who wanted to worm their way in, and stall for time. while polishing their agenda refer to these representatives of the previous residents as (the "T" word!) They would NEVER actually name the organisation itself! Now, however, they have selected one of the weakest, and one which they judged as the most docile as the one which they perferred to work with, (Arafat is out of the way anyhow.) So now they lift this one up and finance him (at least partially) while dis-enfranchising the new duly- elected choice of the people. And what do they call this new group? You guessed it! Encore: the "T" word!
IT'S NOTHING IN THE WORLD BUT A PLOY FOR TIME! a little technicallity, a tiny detail, so that they can continue to stall, and build their wall, and dis-enfranchise thier slums, and steal water, and continue many other policies which the world has clearly judged as wrong, aggressive, against the Geneva convention, and human rights treaties for over 50 YEARS! Why should they begin to tow the line now? They've been pushing it back and rolling over it and ignoring it for decades, and letting the "duped" Americans foot the bill.
By the way- though it's hard to get a clear picture, with today's media- I believe the new-elected "T" people, HAMAS, have let it be known that they would have no qualms about speakng to or recognising Israel, IF and WHEN Israel returns to the 1967 borders.
So, basically you have a nip and tuc game and the rules are:"Honestly, if you're gonnna persist in trying to push US off the map, don't be surprised, or scream th "T" word if we are persistent also in pushing back."
By the way, there IS, in the laws of Moses, a concept called "the year of Jubilee" in which-after 49 years slaves are to be freed, debts are to be forgiven, and land is to be returned to it's original owners. I wonder if that also applies to stolen land? Don't hold your breath! (That will be the year 2017.) --Sionarra

Palestine under the PA recognized Israel.
But now Hamas is in control and it does NOT recognize Israel nor does Hamas recognize Israel's right to exist.
Why should Israel talk to Hamas under those conditions?
(Also, if the Pallies can not make peace with each other, why should Israel expect them to make peace with Israel?)

I may be a bit behind the curve on this one but I seem to recall Hamas won the elections and Nobody was supporting that. If I am off Base please forgive me I will have to Look this up today. If What you are saying is true, Israel will exercise caution at first.
