chances are he doesn't know why , he could just doing it because he thinks he is being territorial, ,also could be affection if you are petting him, and someone else mentioned he can still spray after being fixed ; that is correct, mostly with cats who have sprayed before they have been fixed ,or if you have two males , hope this helps.

I have a female cat who does this. She turns her back to whatever and jerks her tail and marches in place with her back feet. She mostly does this when she's happy, like when I come home after being gone for awhile. Nothing comes out when she does this pseudo-spraying though. Consider yourself lucky if your kitten does this but doesn't actually spray. Let him think he's all that.

Cats can still spray if they're neutered. Don't worry about it.

He is still marking his territory. That's probably a fear thing since he is a kitten. If there's another cat around either in your house or outide he could feel threatened by that and need to "mark" his territory.
