the first thing to look for in an up and coming artist is their background, how long have they been doing it. the longer the better, means they have more dedication and know how to exist in the art world. which moves to the next question how many art shows have they participated in, the more the better, better yet that they intend to show in more in the future. their future is important, they should have any idea of what they want to do with their art, the direction they're going in and their business strategy. on the business side you'll get weird answers as well as on the art side but as long as they have a plan that sounds like it might work thats good.
all in all what you're looking for is someone who ahas stood the test of time, gone unnoticed but continues, it usually means they'll keep painting no matter what. which is good because the more they paint the more likely they are to gain popularity.
but be careful of popularity. recently there has been a lot of art buy in pop circles. people buy stuff because everyone else is. while that may drive up the price right now it means nothing in the long run. you have to ask yourself, is this going to mean anything to anyone in 3-40 years, would someone buy it off me. that kicks out all the pop current events, save the world junk.
art buying is complicated and you have to spend a lot of time watching trends, understanding what trends are coming and what trends aren't trends but actually art movements. its tough and not many people can do it, most just get lucky.

It's just marketing on the part of many of these modern painters who have raked in fantastic sums of money for such poor paintings or works. I could sell you a bottle of spring water for $5 each, and that would be an example of great marketing on my part.
Go to the local art galleries and exhibitions, and you may find some very talented artists who may become something someday. Judge them by their works, and you should pick out a few whom you can predict may become good at it. Fame is not a reliable thing, so don't expect too much out of them.

The last one is a good answer. First visit as much galleries and museums as you can to know what do you like and you don't after that start to buy art but always artworks you like that you can live with after that everything is a question of luck . I can tell you I have selling my works for years initially my prices were from 30 to 250 dollars today I'm selling paintings over 5000 usd

Artist dont sell product, they sell ideas.
You can find a lot of information at www.artprice.com about art product but Ideas are a question of Vision of artist.
I recomend You to try to find artist with strong Vision!

The first rule with art, is you never buy it if you dont like it. If you actually like something then it has value. People use artwork to move money around so dont get too confused.
