Or one that adheres to the same thoughts more than 1,000 years old with no room for new revelation?
That is to say, basics like not killing or not breaking the law of chastity remain the same, but there is room for more revelation from the mouth of God.

I would go with the one constantly progress. Because all religions draw Theo authority on scriptures which have been written by humans and are subject to mistakes, it happens that some of the issues within religions are not realistic and cannot be held forever. Yes, you are right there are some basics that would remain and will not be changed. In a questioning environment, religious people should allow proper debate and adapt their teachings accordingly. For instance, there are many contradictions in the bible. But the basics remain, in large, the same. Now if Christian elders would allow those highly contested issues to be thoroughly investigated and debated, would that necessarily change the foundation of Christianity? My answer is no. But that process would allow a progressing Christians society that is not stuck in the years 70 - 80AD.

The grass withers and the flower fades but the word of God stands forever. God's word is of the spirit is eternal and unchanging. Man's word is of the natural is temporal and subject to change. The word of God contains a lot of hidden truths which will be revealed to us by the Holy Spirit, the Spirit of Truth, at the right time. This is why God wants us to have new wineskins to receive the new wine, the new revelations, from the Holy Spirit. Christians are expected not to be be stagnant in the knowledge of God's word but grow in the knowledge of the present truth. The moral and eternal truths relating to man's conduct like murder, immorality, lies ,etc will never change.

A progressive church will be more powerful because it changes and adapts with the times and social conditions without ever losing its message.

Look at the Amish - the ultimate in adaptation of their faith. As thw owrld gets technologically more advanced, they have learned work arounds for many things, allowing them to be a part of today's world and do business in it, while creating a greater community bond with their neighbors - Amish or "English".

Deut. 4:2 Ye shall not add unto the which I command you, neither shall ye diminish aught from it, that ye may keep the commandments of the Lord your God which I command you.
Prov. 30:6 Add thou not unto his words, lest he reprove thee, and thou be found a liar.
Rev.22:18&19 For I testify unto every man that hearth the words of the prophecy of this book, If any man shall add unto these things , God shall add unto him the plagues that are written in this book:(19) And if any man shall take away from the words of the book of this prophecy, God shall take away his part out of the book of life, and out of the holy city, and from the things which are written in this book.
Also Isaiah 8:20 To the law and to the testimony: if they spesk not according to this word, it is because there is no light in them.
Heb. 1:1,2 God, who at sundry(different) times and in divers(various) manners(ways) spake in times past unto the fathers by the prophets,(2) Hath in these last days spoken unto us by his Son, whom he appointed heir of all things, by whom also he made the worlds.
Please read about the transfiguration in Matt. 17: 1-5 in verse 5 the Father said While he yet spake, behold, a bright cloud overshadowed them and behold a vioce out of the cloud, which said, This is my beloved Son, in whom I am well pleased; HEAR YE HIM.
Sorry God will not speak to us again. The words of Jesus is all we are going to get. Jesus was/is the last prophet. God will not lower his laws for us. We must reach his.
