first of all you don't lick a tootsie pop you suck on it. so you should ask how long do I have to suck before I get to the center of a Tootsie pop. So my answer to that question is 10 mins before I get impatient before I just bite and break it open to get the tootsie pop. 1,2,3, crunch, 3.
