You should keep your face moist by moisturizing creams in such situations. I recommend Eucerine, Cocoa butter, or Aloe vera creams which are all readily available in drug stores.

Make sure you are buying a facial cleanser that is for sensitive skin - it doesn't contain as much of the harsh chemicals that can dry out skin & cause a reaction (irritation). It's also good to use a sensitive, mild facial lotion after you wash your face to help keep it moisturized in this dry winter weather. The best facial products are from a salon or beauty supply store like Sally's.

Its quite normal, most experience it when change of weather. My question is what kind of weather you are in now? How cold? Do you have rashes?
If yes my solutions are:
1) wash your face with cleansing milk instead of Foam.
2) Avoid anything with harsh chemical or whitening products for the moment.
3) Wear face mask when outdoor. to keep it warm.
4) Always use toner and moisturizer, preferable with strong humectant and soothing properties. Try something with Chamomile and Aloe quite good.

A&D ointment. Its used for Diaper Rash primarily but I use it on my lips daily and have never have a problem with dry chapped or flaky lips and also I use it anywhere that my skin has become wind burned. Its also a good idea to apply it to your face or any other skin thats exposed to the cold and wind prior to going outside and it will serve as a barrier to your skin.
It comes in a creme and a vaseline-like ointment
