The basic requirement for any citizen who wants to fight corruption is that he should himself be honest. It is therefore necessary that a citizen who wants to fight corruption must first decide that he will uphold his own moral character and he will not give or take a bribe. Individuals make or mar the nation. Basically most of us are selfish. When we face a problem, we are interested in finding immediate solutions. It may sometimes involve breaking the queue or breaking the rules or sometimes it may involve a financial advantage. How many of us insist on a regular receipt with the sales tax duly added when we buy things?
Education is an important factor. According to a study made by the India Today in 1997, Kerala emerged as the least corrupt State. Probably this can be directly related to the increased literacy in that State and also the corresponding awareness in the people of Kerala about exercising their rights.
Our country is corrupt and corruption flourishes because there are people in power who benefit from the present system. Unfortunately those who benefit from power are also those who have to initiate the change to check corruption. Under these circumstances citizens and their organisations can get change initiated only by adopting the following strategy:
f we want India to become an economic and military superpower and create an India in which every citizen will be able to enjoy his rights and a better quality of life, fighting corruption is the most important need. It is the responsibility of every Indian citizen to respond to this need.

we cannot get everyone who is corrupt put away. we have special agencies in place (although, they themselves may be corrupt) this is a very difficult question to answere. The Military cannot and should not fight all our battles. The legal system is in place to deal with "white color crime", which would be "enron" and the Mafia. People are known to disappear before a court hearing, and depending on the state, the laws of that state, the attorney's, judges, etc. it is very difficult. In Criminal Law it is alway's argued "beyond a reasonable doubt", and personally, I don't always have much confidence in our jury trials, esp. the "threatening one's, which does happen" it's up to the Police, detectives, forensics,etc. to prove their case, no criminal in their right mind would want a bench trial, in that case the the Attorney's make their argument, etc. but the judge is the one and only one who decides their fate. It's a no win situation. The military cannot fight all the battles for everyone and they should not. Look at what is going on now in congress, they will say anything to win. What does that tell you? I don' t have much faith in our system at this time, as far as politicians go, think back in school (or if you are in school" it takes a tough strongwilled person to do what they say they will! They are ought there, and turst me, they are risking their lives everyday, whether is an Attorney General, a judge (personally some should not be judges), or at this point congress. "The military personell take an oath to protect this county, foreign and domestic. It wold be great for world peace, but I don't see it happening. maybe you can learn more and maybe you can make a difference and I mean this with all sincerity. We can only fight it by more and more efficient controls.
And huge money penalties and if they refuse to pay, then they must just stay so long in jail, till the penalty is paid or till the time passed in jail corresponds to the money to be paid.
But I don't believe that those who profit the most from corruption will agree to such laws and controls.
By the way I think that you could try to get a more realistic view about mankind.
Following my experiences you have more or less in real democratic countries, these are those I know best, for every human quality, from good to bad: about 27% at the best to the very best level, about 46% at the average level (23% at the upper average and 23% at the lower average) and about 27% at the bad to the very bad level. According to the situation, freedom or war, traditions, easy or bad conditions, these percentages and so on can change to better or to worse.
In the group, in a community, in a collectivity most men (I estimate up to 66%) are able to the worst, to most horrible crimes without feeling guilty (the nazis, the communists in Russia, the fascists in Italy and so on in mostly every country in the world). Furthermore there are only few men who are strong enough to resist to a group, to refuse to collaborate. And when they do, they risk to be punished and even killed by the others.
On the other side there are communities who are able to offer their lives in sacrifice for others. But mostly we get informed much more of the communities which are immoral and criminal.
Conclusion: I think it is not possible to reduce sensibly the evil, and in this case the corruption, in the world.

Everyone need to develop the civic sense. The problem of corruption arises where there is a lot of population. These both go hand in hand. In the countries or consider the smallest cities, where the population is a few.., even to corrupt someone, they fear. As, he/she would be questioned by others. But, in the places with greater population, everyone go behind their preference. Everyone wants them to serve first. Due to these reasons, corruption entails in the society. Now, you got a view.. Think in these lines, you'll find a solution for which each one of us must join hands to remove the corruption from the world..!!

The biggest we can fight/prevent corruption is that that not only the person who is corrupt but person who makes him corrupt or the person who encourages the person to become corrupt should equally punished .
the children shod be taught in school that corruption
is a bad thing and if do corruption we are not less than thief.
