how do i get rid of this layer of fat on my stomach without losing weight so i can have an 8 pack............i dont wanna lose weight i wanna gain it........im 138 lbs

You have to work diet and exercise in together, running is a good way to get muscle, but crunches are the best to work your ab muscles. You wont lose the layer of fat without losing weight, but as you build muscle you'll gain weight because muscle weighs more than fat.

for what you're asking, i usually recommend a combination of working out with weights or equivalent mechanisms and swimming. these two factors usually demand a great stamina and self discipline but you come out of it, in the long run, with a body "to die for".
the alternative would be something like martial arts which demands life commitment and the stamina to build a magnificent self discipline.

if you really have heart and a profound command of the power of your mind then your dreams are within reach.

exercise is the answer. enroll in a gym, eat more protein not carbohydrates. in less than 6 months you could have the 6 packs plus the right weight and less fat.
