Russia is above the subtropic region, but due to it's size shares borders with many countries and thus benefits from a diverse array of climates, meaning pretty much anything will grow somewhere in Russia.

Tea producing or tea growing country?

I know only one region in Russia (Krasnodar area - Краснодарский край), where you can actually grow tea. And climate there is indeed subtropical (check wikipedia, for example).

I have to add that many plants in Russia mix different .teas imported from Sri Lanka, India, China, Georgia etc. and repackage and sell them.

Tea is Russia's number one non-alcohol drink. If it were as popular here (in the U.S.) as in Russia, probably U.S. would be a tea producing country as well.
