Did you just shave your legs? You may need to wait awhile before putting on lotion.
If not, you may be allergic to something in the lotion. Go wash your legs off.

Are you putting on lotion after shaving your legs? That's why. It is irritating your shaved skin.

Use moisturing body wash to shave your legs with.

Shaving is probably the reason you are burning.
Try something soft on your legs like Neutragena lotion.
