There are 3 answers for this:
1-its indicating the low flying aircrafts that there is a power transmission line.
2.its avoinding the collision of power transmission lines between one another.
3.its used for the purpose of creating a 'sag' in order to avoid voltage loss during transmission in over head lines.
mostly these are made up of non-conductive,light reflective type fibre.

They are made of fiber glass and they are areodynamic and keep the lines steady during a high wind. The lines won't whip back and forth with them on them.
