I mean my cousin and I are the about the same height and she is like 5'4 and 98lbs and yet I swear she can break a sweat just by walking up some steps and yet I'm 5'3 and 106lbs and yet it takes atleast a 30min workout to get me to sweat?

its to do with genetics and also your skin colour. The darker you are you tend to sweat more but also if your parents are heavy sweaters than you will most likely sweat more. Weight really doesnt have anything to do with sweating.
