The words 'pulchritude' and 'pulchritudinous' mean 'physical beauty' and those endowed with physical beauty. However, its meaning is extended to mean inner beauty too.
Hence, I would interpret the saying as meaning something like:
you need to judge the real beauty of a person from the good acts that he/she performs.
I don't know how many would agree with this interpretation.
