If you earn an income. you have to file and pay. Not just file with Federal, also State. In some places County,City also levy taxes. representatives have to get paid, alot. The reasoning is if they are paid rich they will be immune to bribes or influences.
There are three constants in the Universe:
Death,Taxes and Time, I am not so certain about the first one.

To get all your witholding back, you would have to make less than 8450 (3300 personal exemption and 5150 standard deduction). Being in the military only helps if you earned any hazard pay in a war zone.

bieng in the military helps. the amount I believe is the pverty level which is around $15,000 but you dont necesarrilly get all of your taxes back, you get a potion(otherwise there would be no reason to pay taxes) and you may be eligible for an earned income credit.
